    Abstract: 為身心障礙人士與老年人建置無障礙的生活環境是一個社會文明與進化程度的指標。國內目前已有超過5 萬5 千名領有殘障手冊的視覺障礙者,且以平均每年約2 千人的幅度逐年增加,發展視障輔具解決視障者在生活以及其他各方面所遭遇的問題,實為刻不容緩的議題。視障者因視力的障礙,想要自行即時獲取物品的相關資料,存在著相當程度的困難,例如:如何分辨感冒藥與安眠藥?視障者無法正確分辨相似物品可能造成嚴重傷害!在本計畫中,我們將研發適合國內視障者使用的盲用物品辨識輔具,以解決視障者無法正確分辨物品的困擾。為了滿足視障者在不同情境下的需求,我們將開發居家型與行動型兩種輔具系統,其中,居家型系統功能完整,適合家居生活使用,而行動型系統則輕巧便攜,適合在賣場或外出場合使用。另外,在本計畫中也將建置一個盲用物品資訊交換平台,透過此網路平台,視障者可以輕鬆方便的更新、交換物品資訊或是取得物品最新的即時資訊。由於條碼辨識技術已相當成熟,判讀正確率已高於99.99%,且具有極佳的自製性,再加上已廣泛使用於市面上,因此,在立即可用性與普遍性的考量下,我們將以現有的條碼系統為基礎來開發盲用物品辨識輔具,協助視障者正確的分辨物品。我們所開發的輔具系統將具有專為視障者而設計的使用者操控介面,並同時提供中文語音與中文點字的訊息輸出;而透過我們所建置的盲用物品資訊交換平台,結合行動上網,視障者更可在賣場或超商中隨時取得商品最新、最完整的資訊。本計畫所開發的輔具系統,將能讓視障者隨時、隨處輕鬆地獲得手邊物品的相關資訊,降低所需的協助人力,進而解決國內超過55,000 名視障者無法正確分辨物品的困擾。
    Providing barrier-free environment and sufficient aids for the handicapped or the older people is an index of civilization of a country. In Taiwan, there are more than 55,000 visually impaired people officially registered in the Department of Social Development, and moreover, the increasing rate is about 2000 per year on average. However, the amount of aids designed and made in Taiwan for visually impaired people is rare. Developing visual aids for these people is an important issue. Distinguishing similar things is very difficult for visually impaired people; for example, how to distinguish cold pills from sleeping pills? Unable to recognize things may cause serious danger to the visually impaired people. Therefore, this project will develop an Information Reader System (B-Tag) to help these people recognize objects. This system includes a Grocery Information Exchange Platform, and Information Readers Home edition and Mobile edition. Since the bar code system has been widely used on the market today, and it has the characteristics of high recognition rate and easy reproduction, the bar code technology is used in this project. Therefore, the proposed Information Reader System can be compatible with the exiting systems and can be easily popularized. The proposed visual aids will have friendly access interface for the visually impaired people, and provide both Chinese Speech and Chinese Braille. Through the Grocery Information Exchange Platform, the Information Reader Mobile edition and wireless networks, the visually impaired people can access the newest and complete information of groceries in real time at any market or pharmacy. This project will develop an Information Reader System for the visually impaired people, which can help them to easily access information of objects, anytime and anywhere, and furthermore, reduce the requirement of people’s assistants, increase the ability of the handicapped on independent living, and solve the visually impaired people’s problem on object recognition
