公醫制度為世界各國維護人民社會權的重要立憲方針，而此為彌補市場失靈的衛生福利政策，在執行過程往往會因官僚作為、層級法規、專業權威、資源分配不均及資訊不對稱等因素，而與民眾醫病關係之間產生衝突與不良的現象。社會資本理論自一九九0年Colemn鼓吹後，已廣為歐美各國推展社會福利政策及政府再造工程的決策重視。社會信任與社會網絡為社會資本理論的基礎也是促進政府與民間合作，消除隔閡的重要途徑之一。行政院衛生署依據憲法第157條建構署立醫療機構，總計全國共有三十五間署立醫院提供各式醫療及社區衛教等服務。為探索社會資本的累積對於署立醫療機構在醫病關係的影響與應用，本文擬經衛生署衛生政策，依循社會資本的理論方法進行初步分析與論證。

The social capital theory since Colemn was pressed for in 1990, has been caused American-European countries emphasize and use it to promote social welfare policy and government reengineer project far and wide. On the other side the social trust and the social network are the basic function of the social capital theory and that could improve government to cooperate and dispel estrangement with people too. According to the article 157 of the constitution law, the National Health Administration of executive organ has builds sets up the public medical institutions sum of 35 signs in the whole country and offering various types of medical treatment service and community health education. In order to research that the accumulation of the social capital in the influence and practice of the relation between the public medical institutions and caring the disease, this article will analyze social capital theory and practice through the hygiene policy planning of National Health Administration.
